Call for Proposals:AHEAD with HPSR

The Department of Health is reposting this Call for Proposals for the 2023 Advancing Health through Evidence Assisted-Decisions with Health Policy and Systems Research (AHEAD with HPSR) program priorities that are pending from the CY 2021-2022 research pipeline in support of Universal Health Care in the Philippines and other relevant local needs, legislative commitments, and various DOH-unit evidence requirements. The deadline for submission has been extended to January 17, 2022. Interested individuals, preferably with institutional affiliations that are DOST-certified, are welcome to apply. The three (3) studies listed below are for implementation within the period of CY 2023. Submission of proposals unrelated to the identified topics in this Call will not be entertained.

1. Health Facility and Household Survey on Access to and Use of Medicines in the Philippines;
2. Implementation of Province/City-Wide Workload Indicators of Staffing Needs (WISN) Study in Select Universal Health Care Integration          Sites (UIS); and,
3. Review of Innovative Health Financing for Non-Communicable Diseases (NCDs) among ASEAN Member States (Phase 2)

In light of the COVID-19 pandemic, we encourage proponents to account for this new reality in the design of their research proposals. Specifically, we encourage the following approaches in drafting project implementation plans, especially for those requiring field work: (1) maintenance of minimum public health standards at all times (including the use of appropriate PPEs and implementation of other safety measures); (2) early consultation with Local Government Units and local health officials to assess the feasibility of conducting field work in their jurisdictions; (3) tapping of local counterparts to conduct field work within their locality to minimize cross-border travel; and, (4) streamlining of team composition towards “lean” teams.

Interested parties must submit their capsule proposals (maximum of 5 pages) using the provided template together with the following initial requirements through email at healthresearch@doh.gov.ph or dohahead@gmail.com:

4. Profile of the institution includes information to justify engagement through negotiated procurement;
5. Proof that the research firm/institution is DOST-accredited; and,
6. Endorsement of the agency head.
