MANIFESTO OF SUPPORT AND CONCERN

 

 

The Philippine Medical Association, the Special Divisions and Specialty Societies are strongly united in   support of the Universal Health Care Bill which is one of the flagship programs of His Excellency, President Rodrigo Roa Duterte,  at the same time, however,  that our respective Associations are voicing a serious concern on some of its provisions.    The provisions of Sections 19, 20 and 21 if taken altogether would  mean that all income derived from PhilHealth shall accrue to a Special Health Fund to be allocated by the LGU’s for the improvement of the LGU Health System which is to be managed by the Local Health Board.  Further and more concerning is that PhilHealth payments shall be credited to the annual regular income of the LGU.

 

Contrary to the President’s policies on good governance, Sections 19, 20 and 21 added several layers of “red tape” through which the funding of the health care system will agonizingly go through. This would adversely affect the present set up where PhilHealth claims are paid directly to the hospitals and to the doctors for their services rendered.   These sections of the UHC Bill will seriously hurt the operation of hospitals as salaries of the medical and paramedical staff would be severely delayed and important medical and hospital supplies will be disrupted.

With this concern in our mind, we therefore strongly appeal to the wisdom of the good President to please veto particularly this three sections as these may be the poison that may cause disaster if not fatal to the entire Universal Health Care Bill.
